Rinse the quinoa under cold water. In a saucepan, combine quinoa and water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes until water is absorbed and quinoa is fluffy.
While quinoa cooks, dice red bell pepper, halve cherry tomatoes, finely chop red onion and cilantro.
In a small bowl, whisk together lime juice, olive oil, ground cumin, salt, and pepper until well combined.
